Resources States Are Posting for H.R. 1

Community engagement requirements start January 1, 2027. Ahead of that, states have been putting up member-facing resources: screeners, published sample notices, verification guides, help channels, and dashboards.
This is a compilation of what is live now, organized by each type of resource.
Screeners
Many states have published a screening tool that anyone can use to check whether the new requirements are likely to apply to them. None require a case number or an account.
A couple things worth knowing:
They are purely advisory - Massachusetts notes the screener does not provide an official decision. Vermont and West Virginia both say it is not an application or renewal. Members will still receive a notice and still complete a renewal.
Answers are not saved - Indiana's privacy notice says entries are not stored or shared, with only anonymous aggregate usage data collected. Louisiana states information entered is not retained. A member cannot come back to a saved result, and the state does not receive the answers.
Outreach notices
Most states sending outreach notices use a similar format: a general letter saying the member may be affected, with the exemptions that may apply.
Kentucky takes a different approach. Its MACE-001 outreach notice splits the household by population. It lists each member by name and sorts them into those enrolled through Medicaid Expansion, who may need to meet the requirement, and those on Traditional Medicaid, who will not. This gives members additional clarity on whether the requirement applies to them. The notice tells members no action is required yet and that they will be contacted before their 2027 renewal.
Verification guidance
Montana implemented early, in July 2026, and published a verification matrix listing the documents, self-declaration forms, and paperwork accepted for each exclusion and short-term exception. It is the most detailed public guidance available on what members will actually be asked to produce.
Vermont has published a "How to meet the requirements" page covering what counts and what records to keep, noting auditable self-attestation in 2027 with documentation possibly required in 2028.
Help channels
Louisiana: MARC - The Medicaid Automated Response Chatbot launched in November 2023, built with Google and Quantiphi. It takes typed questions or topic selections in English, Spanish, and Vietnamese, runs 24/7 across Medicaid.la.gov, Healthy.la.gov, and the provider and plan resources site, and routes to the customer service hotline when it cannot answer.
Arkansas: Access Anywhere - A short online form for Medicaid, SNAP, or TEA questions, with a callback from the Division of County Operations instead of waiting on hold. Arkansas routes it to any DHS worker statewide who can see the case, so a member is not dependent on one assigned caseworker.
Ohio: Baby Bot - Launched in 2021, it automates adding newborns to a mother's Medicaid case. Counties previously took seven to ten days to process Medicaid for a newborn, and the bot has since enrolled more than 50,000 newborns same-day.
Dashboards and state estimates
Virginia published a Medicaid Work Requirement Impacts dashboard with locality-level enrollment and coverage-risk estimates, alongside companion dashboards on projected SNAP losses and SNAP economic impact by county.
Louisiana published its estimate as a figure. Its fact sheet anticipates 297,441 members subject to the requirement, of whom 86,564 have state-verified earned income sufficient to meet it.
Colorado published an H.R. 1 partner FAQ that features its implementation funding detail, including CMS approval in November 2025 of about $25.6 million to build the work requirements program.
Where to track the rest
Georgetown CCF maintains the most complete running inventory of state webpages, toolkits, flyers, FAQs, and outreach notices across the 43 states and DC implementing the requirement, summarized in its September 2026 review of state notices.
At Fortuna, we believe members should know what is changing and what to do about it, well before a deadline arrives. We’ll keep tracking how states implement these rules and share everything you need to know.
